I assume that it is similar to the OF1400 which will not let the lock/ratchet function with the power trigger engaged or locked on.

Did you install the dust shield properly? You have to place it over the motor vent then rotate it to lock it, if you don't do this the chips will jamb the ratchet.

The 2200 does not have a trigger lock out.

I'm not sure, but I vaguely recall this happening once on my OF2200 in the CMS table. If my memory is correct, it was because sawdust got impacted under the dust shield and prevented the visible part of the ratchet from turning.

In the picture below (from the manual) you can see this square protrusion just above the callout for the collet. That is the bottom side of the ratchet, and it must be free to turn. When you install the OF2200 into the CMS table, there is a clear plastic cover over the motor inlet, which has a small cutout for this square. Look for something obstructing that in the cover. Either it was dust, or maybe the cover was not fully twisted to the installed position. Whatever it was, was a simple fix once I found it.

Same thing happened to my 2200, but the compressed air didn't help.  If you remove the 4 screws holding in the plate just below the spindle, it will bring you to the spindle lock, a wood chip was actually lodged in the gear wheel. removing it and blowing out the remainder of the dust had me back in action.  My understanding from elsewhere on this site, is that it does not remove the warrantee to perform this function.  I also understand that if you have a bit in the collet and can't get the plate off, use an 8 mm open end wrench to "jiggle" the square steel nub just next to the collet.  That square nub is part of the ratchet feature of the 2200.  This may loosen what has jammed the ratchet.
