1400 Edge Guide Micro Adjust Dial operation

Purchased the 1400 edge guide. No accessory instructions provided. Just the guide and the vac attachment. I've downloaded the 1400 PDF manual and there are instructions for this attachment on page 21.https://www.festoolusa.com/-/media/tts/fcp/festool-usa/downloads/manuals/of1400_manual_usa.pdf  With the edge guide that's been delivered to me, I've noticed that the black band with numbers on it that butts up against the green Micro Adjust Dial can also move independently of that dial. Am I correct in thinking this is so you can independently mark a fence position? Or... should the number band be fixed and not be able to move independently of the green Micro Adjust Dial?  The PDF manual provides no information about setting the numbers independently and I'm not seeing any YouTube videos that cover this. Trying to ascertain if my edge guide is broken or working as intended. Thanks in advance for any help.
