I've got this, well, "burnt" spot on the cord for my CT33. the way the unit sits in my shop (which it pretty much never leaves) the section of cord is in the air, in contact with nothing. it's like there was a short in the wire or something, there's a burnt blister sort of spot about 1" long.

Thoughts?

Festool CS is sending me a new cord, not sure if it's worth changing the whole cord, or just put a new end (the "spot" is about 24" from the plug end).

Anyone seen/had/heard of this? should I replace the cord with the one they send me? or box that one for now and put a new end on?

anyone know how much trouble it is to replace the cord at the machine?

I can't speak to the blister, it sounds like a bad cord, but I have changed out the cords on both my Mini and ct22.  It's a breeze.  Nothing tricky, should only take you a couple of min.  However, you may just want to shelve the cord, as you suggested and put on a new plug.  If you just use the vac in the shop, you don't need a long cord, and you can eliminate the adapter plug.
