While using my CT-22 on site I noticed the ground pin was missing on the 20Amp to 15Amp pigtail for my CT-22. When I got home I found the ground pin still in the power outlet in my shop.

I could buy a new pigtail ... or why not just rewire the CT-22 with a 15 Amp plug and forget about the 20 Amp plug altogether?

That would also eliminate the worry over losing the adapter. I have also considered putting a reg plug end on the cord. I think at the same time I would shorten the length by about 50 cm so winding up the cord becomes less of a hassle.

15 Amp is enough for the CT22. It takes maximum 10 Amps, another 10 Amps are for the Outlet. If you reduce to 15 Amps you only can use 600 Watts on the outlet while the Dust Extractor run at 100%.
Otherwise it should work, if you hadn't Problems yet with the Adapter.
