six-point socket II said:Up to 3mm Piano wire. Knipex 61 01 200 or 61 02 200. Knipex claims an "almost" flush cut. The cut is definitely closer to the material than with comparable "high leverage front cutters" since the cut line is not set/taken back/ recessed that far.

You can find flush crimping nail pulling pliers though. Sometimes you can keep working those pliers around the shank until it is indented enough that it will break off flush or nearly so.
