Help with cedar deck finish

I have a question on re-finishing a cedar deck.  I built it two years ago.  I applied a semi transparent oil finish, but it only lasted a winter before the coating started peeling off in sections and looking discolored in others.  The finish was oil based with no polymer.  Thus, it was supposed to penetrate and not form a film. 

I am looking a three options to re-finish the deck (after cleaning in the spring).

1) Sealer
2) Stain
3) Densifying the surface with a sander.  Essentially taking a sander and going through the grits from 80 all the way to 2K/4K.  I don't expect that such surface will bead water, but I wouldn't expect for the water to easily penetrate the polished surface.  I am thinking that even if this surface only last a season, I can always re-sand without requiring cleaning with oxalic acid or caustic, as other finishes require.

I'm interested to hear pro's and con's of option 3.
