How best to cut this cabinet part

If your question is did you design the cradle, yes. If not, I don’t understand your question.

The cradle in motion, no matter where in the arc the bottom of the “basket” will be level.

So I just used the Woodpeckers compression bit, and it made a loud raspy noise. I lowered the router speed to the slowest setting (it's a Bosch 1615) and still got some raspy noise.

It is a big bit, compared to the bits I have been using. There may be a little bit of run out. I made sure the bit did not bottom out in the collet and the collet was tight.

Since I am using the router table fence to set depth and not touching either bearing, could it be a bearing is rattling?

Or maybe the table insert, although that felt nice and snug. I have a Jessem router table.
 
Try a cut against the bearing, see if it eliminates the noise.

There may be a fault with a bearing on the bit but I doubt the bit itself would be out of true.

You should check runout of the router itself. It might not be appropriate to spin a big bit.
Checking router runout is a thread (and operation) in itself.
 
A really nice cradle. I’ve recently tackled wicker panel installs and I really enjoy the process. Looks great on the cradle (and you don’t have to worry about spacing between rails). Surprisingly strong too.



A friend asked me to build a cradle once. I was too terrified that there would be some dangerous flaw in my design or execution so I declined.
 
This is a “laundry basket” of sorts. They wanted some place to put the dump towels.
