How to fix semi-rough final coat of Arm-R-Seal?

I've sanded some shop cabinet drawer boxes using 180 and then 220 grit sandpaper which brings them to a pretty smooth finish.  I've taken them out to my garage for finishing to avoid all the fumes being in my basement woodshop ... somebody said I could stain them in the house if I buy a Rabbit Air purifier with the VOC filter ... do you believe this would work well?  This could be nice especially since I do not have a heated garage and am in the 50-60's outside with colder temps to come soon.

After I get the drawer box in the garage, I blow it off with my air compressor and then wipe on a coat of Arm-R-Seal Satin with a lint free cloth.  ~24h later, it has a fairly rough feel but feels good again after a gentle wipe with a 320 sanding sponge and another round of air compressor.  I rinse-repeat this cycle for 3-4 coats and each time it gets smoother with less "dust nibs" but the final coat never feels as smooth as after the 320 sanding sponge.

That said, I'm not sure if it's the air compressor rather than tack cloth (moisture), more dust in the garage (air compressor dust or open service door), wiping will never be as smooth as spraying, etc. but wonder how I get a smoother finish?  I was considering whether to gently rub the final coat with 1000, 2000, or 3000 sandpaper but perhaps this is not advised. 

Any tips would be greatly appreciated.
