Kapex Hold Down Device

I have lately had trouble with the steel arm of the hold down device binding on the locking mechanism inside the black part of the clamp.  I was able to get it free with a small amount of pulling.  Has anyone else had this problem?  Is this a warranty issue, or is that just the way the arm wears over time?  My fix would be to file the small burrs on the steel edge of the arm smooth - that might take care of the issue?
