I don't know if this is by design or not. When adjusting the leveling feet on the cart, I used to loosen the black knobs, turn the feet up or down, then tighten the knobs. Yesterday, I turned the knobs and found that they topped out with about 1" of thread above the cart's tube with the foot flush to the bottom of the tube. Then I was able to use the knob to adjust the foot. I always thought the knob was there to lock the foot into place (maybe true for permanent setup vs mobile setup?). I like the idea that I can adjust the foot with the knob and unless someone tells me why I shouldn't, I will probably carry on like this. All my work is mobile.
