I was watching CNN before hurricane Melissa hit Jamaica and they were interviewing a top Jamaican official. He said that there was not a single building structure in Jamaica engineered to withstand a category 5 hurricane. That potentially every building in Jamaica could be destroyed.

The decision to build for category 4 storms probably made sense when the decisions were made, but the potential consequences are appalling.

I’ll bet there will be a lot of hindsight second guessing in the near future. I’m not sure how I feel about it.
 
That's the trouble with a lot of governments now, they don't have a view or plan of anything beyond the next election.

Do just enough in the immediate term to hopefully get re-elected is a pretty common attitude unfortunately.
