Is there an ideal tenon length, and corresponding mortise depth, on the rail side of a joint?
 
I assume you're talking about a Domino made joint [member=61806]mhjudge[/member] ?  Could you give some more specifics about material type and dimensions?
 
I'm attaching an apron to a table leg.  Table leg is 2"x2" square, I assume the Domino tenon into the leg would be 1" to 1.5" in length. For the apron; should the tenon be 1" to 1.5" as well or does a longer tenon on the apron make the joint stronger or is a longer tenon merely a waste of tenon stock?
 
Depth can be equal.

Most often varying the depth is to prevent blow out when working with thinner stock.
