Assuming you're in the UK if you picked it up the other day, the error is on the part of Axminster for not delivering what's supposed to be there, and whoever you spoke with at Festool for their misunderstanding about a product offer.
In any case, you need to take it up with Axminster. Why you expect the manufacturer to sort something out before you ask Axminster to give you what you paid them for is kind of beyond me. Contact them and see what they have to offer/say about the situation. It's probably little more than whoever packed your order or pulled it out from the store-room not double checking their pick-list. It happens. It's not Festool's fault.
