Non penetrating Stain

I'm looking to build a coffee table similar to this one, but want to stain an american flag on the top, however I'm going to use painters tape/frog tape for the stripes and a wood polishing dremel bit for the stars to make them white below the stain. What type of stain should I be using, or is there a better way to do this?

Paint.

I'd think stains, even opaque ones , will be too thin to accomplish what your asking. 

I've also never seen white stain.

I think stain , even non-penetrating, might bleed under the tape unlike paint. I'd go with paint and then maybe a clear coat on top for protection.

General Finishes Gel Stains are low penetration.  I'm not sure what options are available to make the colors you'll need.  As already mentioned, look around the General Finishes website for a bit.
 
I've used the GF gel stains a lot. I have used frog tape when I needed the stain to stop at a certain point, and the bleeding is almost zero. But as far as colors, they pretty much just come in standard stain colors.

I'm going to do everything in a standard stain color I'm not looking for stains that would do red white and blue if I was going to do that I would just use paint
