I live in Perth have done for 11 years so here goes with a few things for you:

Go and see the sunset at Cottesloe Beach
Kings Park
take a walk around any part of the river near the CBD very pleasant or hire a bike and explore further as there are miles and miles of bike tracks
Go to Rotnest Island even if its just for a day
Swan Valley is always a bit different (certainly from Scotland) maybe take a river cruise there and visit some wineries
Get out of the city and go to Margaret River which is 3 hours south but well worth it
Go to the art gallery or museum
Perth Mint is always good for tourists
Go and see an Eagles or Dockers AFL game worthwhile just for the novelty

places to eat
breakfast in Cottesloe at Ilido or John Street Cafe
City go to Lowdown (Closters Arcade) for coffee
Go to the following suburbs for a night out great cafes bars and restaurants Mount Lawley Subicao Leederville (personally I like Mt Lawley & Leederville)
Explore the laneways of the CBD for great cafes
IMO stay away from Northbridge (I dont like it, but then again lots of people do)

Hope this gives you a start & hope you dont find it too expensive

I would have loved to give you some tips Sean ... but have may have left already.  I hope you had a great time in my dear city of 44yrs

I think Litch covered it well, heading north up the coast is nice also but if you headed down to Margret River it would have been the better choice.
Hope your having fun in Dubai.

oh and Beyond Tools keep taking all my money, though i do get something better in return
