Can  Rustins  water based  acrylic  varnish  be applied  over the  top  of  Rustins  shellac based sanding sealer?

Yes.
Remeber to sand the sealer before applying the WB varnish (ureathane).

What are the benefits of using a sanding sealer under the finish?  Does it have a major effect on the color?  Specifically when wiping on a finish like Arm R Seal.

I like it for a number of reasons. It is a fast drying, so you can build up a heavy and hard clear base quickly. It sands really well and accepts other clears over the top. It is also great when staining, I use it both over and under stain. So, I guess I would say I use it mostly out of convenience.

It definitely impacts color, because usually shellac based sealers have an amber hue, which can add nice depth in combination with other clears or stains. I have used wiping stains with it but not wiping clears.

Thanks Scott. I think I will try general finishes seal a cell and arm r seal on a couple of test pieces and see which I prefer.
