Last summer I had a Mitsubishi mini split unit installed that heats and cools my workshop.

I noticed that the outside condenser fan unit runs throughout the cold winter months.  I thought that I read somewhere that all the heat is generated in the unit that is mounted inside my shop.

Should the outside fan be spinning while the unit is set to Heat?  I have the setting on HEAT and not Auto (if that makes a difference.)

Thanks in advance.

That's normal.  It's a heat pump, pure and simple.  The outside unit runs no matter what direction it is compressing- hot or cold.  The only way that wouldn't be the case is if you had some odd model with heat strips in the indoor unit, but I've never heard of that.  It would be a waste of the technology if it did, heat pumps are infinitely more efficient than resistance heaters.  I have a 3 zone Mitsubishi mini-split that heats and cools my whole house.  Love it.
