In my opinion, introducing just the router table portion would be a very strange move.

The router table implementation is the only function that has a chance of being approved by UL. Remember, the US still uses the Imperial measurement system.

 
I have the basis system fitted with the 2000 router. Their is some problems with backlash on the lift screw for the router which might not be a problem with some of the other systems availble here in the states.  The router table  system does have some very good features that I do like.  The sliding table and mitre fence used with the rebating head is great for cutting tenons and any end grain work. The copying device for pattern work using router cutters that aren't available with bearings is a nice feature. I have run some nice curved mouldings with this setup. I have the CMB120 sanding unit also for the basis system which is nice except it can really pinch your fingers when you install it. I bet all systems in this price rage have their problems but with with the 2000 router it is pretty valuable tool in my shop. I have a Felder KF700s saw shaper with high speed router spindle and I still use the Festool setup.
 
When I look at pictures of the CMS system it looks like it belongs to an older generation of Festool design; the fit and finish seem different to me.  The concept is excellent and in keeping with Festools system approach of tools but it seems like it would be revamped if it were introduced to the American market, IMHO.

Are you seriously suggesting that Metric measurements rather than Imperial would hamper UL approval?  It has certainly has not stopped other tools from being approved.  And, in spite of the fact that the United States is so backwards about this  ;D, the Metric system is an approved official measurement standard in the USA
