BHS 65 problem?

I just purchased a BHS 65 with collet and noticed that when I insert a bit into it, the wire detent doesn't grip onto the bit(it is also a Festool bit). Has anyone else had this problem?  Is the bit holder supposed to lock onto the bit?  If not, what is the use of the black collet. It just seems to be a glorified magnetic bit holder.
 
You pull the collar back, insert the bit fully and release the collar.  That should lock it in place.

Edit: The "collar" I am referring to is the black portion for clarification.
 
Centrotec bits are different and it sounds like you're trying to use it to grab a Centrotec bit. The Centrotec chuck grabs the bits higher up on the shaft because the shaft protrudes deeper and engages in the output shaft of the drill.

The BHS 65 works with the 25mm Festool driver bits and other, typical hex drive bits.

The end part of the festool bits are the kind that that only have small grooves on the corners of the hexagonal part of the bit (the ball-detent part is further from the edge if your using a centrotec-type bit. The wire-detent of the bitholder will grab the bit, but won't slide all the way back up, because the detent is already touching the bit.

If you use a  bit meant for a ball-detent chuck, or a bit with a shorter hexagonal part (like the wera bits), the collar will slide up to it's original position, and "lock" the bit in better.
