I picked up a bit of an odd duck, a Festo SAF750 surfacer, it's in good shape and was only about $20, but I'm wondering what it might be most useful for. They say it can be used to strip paint, but the little spurs look awfully aggressive, for wood anyway. Anyone ever use one of these? Where is it most useful? Anyone try replacing the spurs for a standard diamond cement resurfacing wheel?

Yep, that's the one! I saw it and looked at the price, and was like "I have no idea what this tool is, but 2500yen is cheap enough to insta-buy." It looks old, but lightly used. Runs smooth with a good variable speed motor. Looks like a medieval torture device though 
I saw YouTube of someone going at it, stripping paint off a board, and it didn't seem to destroy it, but was hoping to hear from some past users as to how well it worked and for what.

It might be, hard to say without seeing the cutting blade that uses. In the picture helpfully linked by luvmytoolz above, it shows they made optional diamond blades, so that answers one of my questions. They don't seem to be made anymore, but the motor can clearly handle them so I can cobble an adaptor to use generic disks if I decide I need that.
The Festool Renofix series seems to be the newer versions, and they offered a similar carbide spur disk that they say is good for removing hardened adhesives and grout from surfaces, so I guess that answers the question. I can imagine it might come in handy someday.
