I had to sand a bunch of holes after drilling them out with a 35mm forstner bit and I used an old R150 disk and a tennis ball. Slit the disk so that you can make a cone out of it, and position the cone on top of the tennis ball so that you have something to hole and the paper has something to back it up. The great thing is that the ball flexes enough to allow the paper to radius the edges of the hole.

Simple, cheap and I basically can't stand to throw away used Festool abrasives no matter how beat they are :-)
