I personally think some of these daft rules can be a good thing, as it gives manufactures a definite target to reach. If there is no targets set then things don't move on.  A bigger and more powerful motor doesn't always mean better. If the product doesn't use all its power wisely then it is a waste of that power. It's all to do with looking at the whole thing not just the size of the motor. The filters, bags or bag less the air flow etc.
