I'm looking at attempting to acquire a tool not sold in the US and considering other countries Ebay sites.

Most sellers don't ship and others suggest to contact the seller to ask if they will ship.  Does anybody know of Ebay sellers that can and will ship to the US?

If you are talking about Festool, that's kind of a touchy subject. E-Bay sellers are probably your best bet, but that is not going to be a legitimate dealer. So you are looking "used" or at least personally owned (whether it is actually used or not).
The sellers who "won't ship" are doing so because of Festool's rules about that. Some items are just fine and can be shipped here, others are not. There's a bit of debate about the whole thing, but that's how it works.

I purchased items on eBay from abroad and had no problems. If it explicitly says ships internationally, than precede as usual. On few occasions I contacted the seller and asked to ship to US. The seller can chose to use eBay international shipping service, which makes it easy and no extra cost to for them. Just ship to a domestic distribution center and eBay takes care of the rest.

Did the items appear to be used or were they new?

I live in Australia and it is a routine thing to buy internationally from Ebay, US sellers are all over Ebay seeking customers from Australia as are Asian & UK sellers. US buyers don't seem to buy internationally for some reason or have a reluctance to do so which I don't understand. If I see something I want in the UK or US not on Ebay or Amazon I will give them a call on the phone to sort out the purchase but my phone calls are only 2 cents a minute so that is no big deal. I doubt buying internationally from the US is much different to any other country including buying Festool products.

I purchased both new and used. It says right below the title which one it is.
