Issues with New to Me TS55 Req F Plus

I recently acquired a demo TS 55 track saw from a tool sales rep. I started saw when buying it and it sounded good and looks brand new with no signs of use other than a little sawdust. I put it away for about a month and just recently decided to fire it up. When I pressed the trigger the shop lights pulsed and I could see pretty heavy arcing from the brushes. I pulled the end cover off to check to see if the brushes were worn or stuck but all was ok and spotless. I checked the amp draw and if was high, 10 amps without blade on it. Blade shows no signs of scorching or resin and rotated freely. The seller seems honest and is working with me to get me a bill of sale. I have a couple of Festools. sander, vac, and Kapex ks 120 but am I missing something with this saw. It worked the last time it was test run but not now.
I am thinking it has a failed armature based on rebuilding a Bosch Hammer drill that sucks up a concrete chip that cut one of the armature wires. I'll give the guy a few weeks to get the receipt but if he doesn't come through I'll be ok with installing a new armature since I got a decent deal on the saw.
 
It appears as though the TS-55 can pull 4 to 12 amps so 10 at initial start up wouldn't sound outrageous. What happens to the amp draw after the initial startup?
 
9 to 10 amps running without blade. I saw a You tube video that showed approximately 3 to 4 amps running was normal. The other thing worthy of mentioning is that the speed control functions fine with less arcing at lowest speed.
