The difference is that the old EB model has a motor that is prone to fail. And the new REB should not.

I think it also depends on where you're located, my 220v KS 120 EB is +10 years old, no motor issues.
The only obvious differences that I am aware of are the dustport for the bajonet-style hoses and a total redesign of the base, which has slide-out side-extensions on the REB and the storage for the angle-divider moved to the back of the saw.

Avoid the EB, because according to some suggestions (unverified by Festool), certain batch of (motor?) parts used to make the old EBs was defective or below the usual standard. Which batch of saws was affected has never been revealed...presuming that defective parts story is true. Admittedly, even the REB is too new to form a definitive stand on it...but at least it is covered for three years.
Unless the seller is asking for less than $500, why take the risk? (If out of warranty, you may have to pay for the repair cost which could run up to $500 to $700 assuming I remember other people's experiences correctly.)
