couple things in making a choice, is VOC, and distance factory is from project.
if the factory is within 500 miles, that counts for a point..... as long as everything
on the project came from within 500 miles of the project....
main issue is building commissioning, and product outgassing. finishing and
curing the work offsite, helps with the air changes at end of project.

you also have to submit the paperwork to USGBC *before* doing the work,
if you are involved in the certification process.
the LEED accreditation process can be maddening. trust me. as a vendor,
if you have certifications for all the products used, and they are all listed,
and you can furnish certifications, you should be good to go.
contracts are starting to show up now, with progress payments
contingent on LEED compliance. it can get icky. the paperwork can
be more difficult than doing the work.
