Yes, in the Netherlands it was just hiked from 19% to 21%
Stuff like food, books, newspapers is 6% here.
Other countries in the EU have different rates, some have 19%, but 25% isn't uncommon either.
The EU (the most wastefull and hated layer of government here) dictates a standard minimum rate of 15% and lower rates may not be below 5%. Exceptions only when agreed upon at joining the EU.
Imports below €22 content value are tax free, over €22 content value there is the VAT over content + shipping and a handling fee (often 10 bucks (excluding VAT)).
When buying stuff from outside the EU it means that something with €20 contents and €5 shipping will cost me €25 (no taxes) and something that's €25 with €5 shipping will be €48 (€18 taxes)
Tax benefits and sane housing prices make that a lot of German border villages are now inhabited by sometimes up to 50% Dutch people. They combine certain tax benefits from Germany and The Netherlands. They have a low-taxed German car, deduct their mortgage interest from Dutch income tax, enjoy the cheap spaceous German housing while sending their kids to schools in The Netherland. All the while they enjoy the absence of vandalism and the presence of more decent-mannered people (the Germans).
While the glass in bus stops doesn't last a year in most Dutch bus stops, once you cross the border 10 km into Germany it seems 1940's glass is still surviving there.
