A water cooled CNC spindle is the quitest motor I have heard in a workshop, way more quite than a shaper. I've used a few shapers and of all the woodworking machinery it is one I would not stint on when it comes to safety. Another advantage of a spindle is total speed control via the VFD, way better then either a router or shaper. I know it is a step change in thinking but having done a few spindle set ups now I am a convert for the hobby workshop. I would use a shaper every day in a commercial shop because it is far more robust and that is what it does best.
