I'm not sure, but I vaguely recall this happening once on my OF2200 in the CMS table. If my memory is correct, it was because sawdust got impacted under the dust shield and prevented the visible part of the ratchet from turning.
In the picture below (from the manual) you can see this square protrusion just above the callout for the collet. That is the bottom side of the ratchet, and it must be free to turn. When you install the OF2200 into the CMS table, there is a clear plastic cover over the motor inlet, which has a small cutout for this square. Look for something obstructing that in the cover. Either it was dust, or maybe the cover was not fully twisted to the installed position. Whatever it was, was a simple fix once I found it.
