Painting over laminate?

My Mom has some old cabinets in the garage that she wants to paint. As you can see mostly laminate with some wood door/drawer pulls.

What do I need to do to prep and paint the laminate? Is there a certain brand of primer or finish coat you would suggest? We have a Home Depot and Lowes here, so I would prefer to buy the paint at one of those stores.

Any certain kind of roller cover needed?

I am not looking to make these show pieces! Just change the colors! Any help much appreciated--

Benjamin More actually has a paint that I have used in your exact situation.  It is made by Insul -X and I believ it is Cabinet Coat.  I used my Ets 150 to sand the laminate.  I did it in 2010 and the owner hasn't chipped it once.

Don't know any brands in America, but you have to make sure you get a primer that is suitable for plastic. They should be readily available. I'm sure your local paint store could tell you everything about it.

Prep is key on this one. A good thorough orbital scuff at 100g (even try 80 if it's not too scratchy) should do.

The only primer I would use is SW Multi-purpose acrylic, because it has the best adhesion properties of any primer we have used. Use a microfiber roller to minimize texture. Do two coats (sanding in between at 150) if necessary for coverage. Then step up a grit prior to paint. I would use a semi-gloss acrylic paint as the topcoat, 2 coats, scuff sanding in between.

If you have spray capability, do that. All of this will work on the natural wood as well, if you choose to make it completely paint grade. Good luck.
 
Looks like a bonding primer. Stix, Xim, Bondz, all stick to most clean and dull surfaces easily. I have done melamine with cabinet coat before and it worked great.
