Brown is nasty, grey isn't as lumpy was how it was described at the time.

Re the water to fill it - you could try your local fire station, ask how much they'd charge to fill it. Don't know if they still do that anymore, but they used to I'm sure (maybe not officially, just greasing palms!).

Your going to have a problem with this pond  , because its such a  large surface area and shallow, you are going to loose a lot of water through evaporation in summer . I have a small pond and we have to top it up on a regular basis. Are you trying to create "margin beds" for bog plants?

I totally agree I had mentioned it to the client. 

They said rain would fill it but I said it would evaporate before it filled up because of the large area.  Plus black liner would heat up through the shallow water heating the water up.
Hence why I want to soil the entire shallow area so it's going to be covered in soil to create a swamp area.
The pond is only the far end really.  So the pond  is technically much smaller.
I want the pond filled as much as possible so that the liner settles into place before I add all the soil weight onto the liner.

I don't know how full the pond is.... The tap has been running for 2-3days non stop but I haven't been to the job since Tuesday.

That might take a while. How about having a borehole drilled?

They have a well inside their house.  Could extract from that just need a pipe through their kitchen....

They do have 3 large under ground water storage tank doted around the property which take all their rain water from the roofs and they all have a overflow pipe when they are full

I was thinking of taking water from them they soon fill up but its pumping it up to the pond. 

They have pumps in them which are connected to hose pipes around the garden with switches to turn pumps on but the water flow is very low and I would have to be on the job to monitor the water so to turn the pumps off when they are empty.  One pump doesn't work any way.

The pond is a long way from the tanks so I recon the pumps would struggle to pump up hill.  So hiring some pumps to do the job I thought would cost more over time  than just tap water. 

I was thinking getting the bulk of the pond filled then look at using their water storage to keep filling it.

I don't know it's not something I do regular or ever lol.
