Quality of wood from a local supplier

If a local mill/cabinet wood supplier sells 3/4 x 2 maple finished on 4 sides,  would it be normal for Tearout, cupping and chadder to be found on every board and pretty much the full length?  The reason i ask is that if i purchase maple or poplar through thip distributor i get all of that and if i get it at Home Depot or Lowes I get pretty smooth boards.  I thought from paying the extra to have 4 sides finished meant that i wouldn't need to plane them back at the shop.  Just trying to get some clarification since I'm fairly new to buying from a distributor
 
I would never accept that as finished 4 sides. They have no business calling themselves a mill with product like that.  I imagine someone else on fog is close to you trooper that knows of a real mill/lumber yard.
 
some of my lumber suppliers might call that skip planed so you can see the grain but they don't charge for it. If they are calling  it s4s, thats definitely bs.
