Router Bit Identification

I'm hoping someone here can help me identify and possibly source the bit in the photo I've linked below.  I apologize for the poor quality of the image,  it's a screenshot pulled from a video.  That's as good as I could get it.  It appears to be a top bearing chamfer bit of some sort.  I've scoured the net and couldn't find anything like it.  I reached out to Ridge Carbide to see about making one for me.  But I'm expecting the price tag on that to be painful. Any help would be greatly appreciated.

That was my initial thought.  But I've been cautioned against adding bearings to router bits that didn't come that way.  I was thinking that it would be fine, as long as I slowed the router down,  and was slow with my feed rate. Do you think adding a top bearing to a 22.5° chamfer bit would be safe?
 
I'm far from being an expert, but I don't see why one shouldn't add a bearing as long as the shank is long enough to ensure good engagement in the collet.

Any chance you can contact the person that made the video?  Through comments on YT if that is the source?

Picture looks to me like a plywood pattern is being used with the top bearing bit. In your situation is there any reason why the pattern couldn't be put on the bottom then use a bottom bearing chamfer bit? Those are more readily available.
