Spraying water based pimer

I am refinishing a desk. Refinishing is not something I usually take on for a project. Typically use all General Finished products and an Fugi HVLP sprayer. This desk has an oil based paint finish. I scrubbed with 50/50 denatured and water mix. Followed with scuff sanding. General Finishes has a water based stain blocker and said it would work over the oil based paint I have sprayed two coats of the GF water based primer with sanding 220 between. Soon will be sanding 220 before spraying GF milk paint (water based). I noticed with minimal effort I could scratch off the primer back to the oil based paint finish. I am concerned and wanted some other opinions before proceeding. Is this scratch off ok. will it be a durable finish after two coats of paint? The primer has been on for 6 hours, although the first coat was applied over 24 hours ago. Does it need more time? I would hate to start over. There are several places on the internet that say the modern stain blockers ( water based) will work in this application. Please give me your thoughts.
