Tanos makes a Systainer with insert for office folders. It didn't look hard to make, and besides it was undoubtedly sized for Euro-standard A4 folders, so I made my own from a SYS 4.
Materials are aluminum channel, 1/4" MDF and some scrap wood. My insert is sized for NA-standard letter-size folders. There is clearance for the tabs when the lid is closed.
I have a second one of these for sheet abrasives. There's space in it for a pair of old scissors and a device to cut sandpaper into standard sizes.
