Any Apple Thunderbolt display owners?  Is it normal for the fan to run all the time after the system has been shut down?

There was a fan issue - could still be one ... but I don't know what the detail was. You do need to contact Apple or at least locate an update, if there's one that'll fix the problem.

Do you have other Thurderbolt devices hanging off it? (such as a storage array ...)

The link is just fine. It's the latest firmware update for TB displays specifically addressing fan issues and I've seen it fix at least one noisy display.

Of course if the update doesn't do anything then it's time to talk to Apple, and if they start giving you the run-around just ask to speak with an Apple certified technician. This has helped me in the past. But either way the fans shouldn't be running if your system is shut down or asleep so it's something to be addressed, either with a fix or a replaced display.
 
Thanks for the link, I'll give it a try.  It didn't make sense that the fan would run when shut down, with no heat being generated.

No - I meant literally ... I get a 404 message when I follow that link ... different when I copy the URL text ...
