My nephew has an old house with roughly plastered walls. He's stripped off all the paper and is back to plaster. We asked me what sander I'd recommend to flatten plaster, and whilst I have several I don't think any would really do the job.
I told him he needed a Planex, and he said he'd look into renting one, but frankly I'm sure there's a learning curve there.
