100% pure tung oil

I was hoping someone could help me here. I applied 4 coats of pure tung oil on a walnut top  and it seems  blotchy, so I sanded it withe 400 grit and it turns white and clogs the paper . It looks very uneven help please
 
Have you tried wiping it with turpentine?
I usually thin it is lacquer thinner or Turps.

You might be better off with scotch bright than 400, or scotch bright with turps ??
 
Wiped  it down with paint thinners . It is fairly smooth but kind of shiny and dull spots
 
You could also try using Vlies from Festool or similar product from 3M etc to burnish the oil into the pores. I also agree that there may have been wet oil lurking in patches for you to get that clogged paper.
