A small (read CXS small) blower that can be plugged into the the dust extractor electrical plug, and into the end of the vacuum hose.  The blower blows a small pressurized jet stream into the nozzle chamber, such that the nozzle disturbs settled dust on the ground and sucks it up at the same time.  Of course, many many cfms less than then the cfms sucked up by the dust extractor...

This corded nozzle would also allow the vacuum to be become remotely activated at the end of the hose when using the dust extractors to vacuum the floors of the shop or job site.

Could such blower be used to clean the Planex motor when that little red light is flashing... ?

You're basically describing something that exists in the pressurized air world, vacuum nozzle with a blower port.  http://www.exair.com/en-US/Primary%20Navigation/Products/Industrial%20Housekeeping/DH%20Vac-u-Gun/Pages/Deep%20Hole%20Vac-u-Gun%20Home.aspx

I have one because of timber framing, got tired of big-bad-wolfing sawdust out of mortises and getting chips in the eyes.

Took me a moment. I like that, it's exactly what I do. How do the chips find our eyes so well?!

Almost, but not quite the same idea.

I don't want to use compressed gases.  I am thinking that a hair dryer fan would do the job.  I would want such a fan to be mounted on a nozzle.

To get sawdust out of mortices you can cheaply build a passive nozzle fromhttps://www.amazon.co.uk/Festool-36-SP-Suction-Brush/dp/B000W0SPPA/ (f.ex.)

by drilling a hole in the side and glueing a small piece of pipe (yellow in schematic) in it so it ends short of the end of the nozzle. Attach to CT-whatever and press on mortice hole blocking airflow so air being sucked through the small pipe yielding a stream of air directed into the mortice.
