Bookcasr/display case led light and adjustable shelves

Looking to do a display case w a chanel routed out for led and cover.  Dimensions of shelf/inside case is  11 1/2 inches w a 3/4 backing. So were at 10 3/4 from backing to front. If i remember correctly rule for cabinets is 37mm.  Should i still follow that and would possibly but my shelf holes too close?
  Also should led channel go first or should the shelf holes go first and led in more?  Dont know what looks better/makes more sense..
