deck storm windows at the beach in NC

I'm designing and building  windows for a previously screened in porch. The window glass panels will be 5' tall about 22" wide,  these windows will have screens for the sliding glass windows. For safety do I need laminated glazing or tempered.

How close do the windows come to the floor?  Your local codes will dictate - certainly being in hurricane country.

There is a 30 " wainscoting.

FYI
We built a house on the SC coast and the windows had to be hurricane rated per code. It also made a difference in insurance rates. I'm not sure how shop built windows could get certified if they need to be.

I'm fully aware of DP ratings and  tempered requirements for exterior windows. What I am designing and building are sliding storm windows that are replacing screens on a covered deck/porch. Thanks again for all input.Kevin
