Does anyone use a Rotex 150 to remove paint off concrete?

Probably overkill.  I'm assuming you are looking at this because pressure washing isn't the answer?

I've used my old 5" orbital with cheap 40grit to remove paint of the foundation wall, no real issue other than dust, so this is where the festool with dust collection will make all the difference.  40 grit is good enough to grind down limestone, so I'm not sure you have to go to 24.  I bought some 24grit just to mess with, I think it will go thru pretty much anything, the abrasive does seam to just fall off everywhere.

I’ve used a diamond wheel on a RA grinder, that’ll give you a better success ratio than 24 grit. You just need to use a light touch. Rake the surface continuously to even out the grinding pattern.
 
An industrial pressure washer might even be enough. A good rental yard should have one with a powerful pump.

Sand blast it if you don't want to see grinding marks at all, but want it to bare concrete.

Could try a wire cup wheel on a grinder. as it will be fairly gentle.
 
I'd maybe use my concrete surface grinder, but it depends where this mess is.  You'd be left with a perfectly new looking area, but is that an eyesore in itself because everywhere else it is now dirty/aged looking concrete?

Hooked up to an extractor you won't make a mess.  You can rent these things at not all, but many tool rental stores.  There are bigger stand up models also if it makes sense to do the entire floor of a large area also you can rent.

EDIT:  This 5 inch cup grinder is actually designed for removing gunk off of concrete....
