The worst answer ever...."It depends". Seriously, though, it really does depend on several factors, most of which revolve around the type of drawer guides you plan to use, the space available, and what you intend to fit inside them.

Going to be using side mount full extension drawer slides
Opening size:
Width - 19 1/2"
Depth - 21"
Height - 22 1/2"

One drawer will be for planes so that one should be around 7 1/2" height with bottom panel set 1/4" from the bottom.

Rest of the drawers - don't really care those will be for measuring /layout tools, chisels, misc crap :)
I guess 5 drawers will be good for that size opening.  Maybe 4 .

i'd love to find a free online calculator. but what you are talking about is cabinet building software. making the drawers is going to depend on so many things : overlays, material thickness, frame construction, etc

you can do one of the many system32. but for one cabinet or if you are not trying to learn, i'd just eyeball it and use those manual drawer slide jigs

Maybe this will help?

THank you.  Found it yesterday after I posted and was able to do the calculations.  Will find it out they work after i cut the plywood lol

I had at one time a drawer size calculator that I believe I got from the Fine Woodworking website.  I couldn't find it when I was building drawers for my Systainer storage unit so I just made each drawer 1" taller than the one above it.
