Yup — you got it right.

They move things around in the queue.

Sometimes there is more than a quantity of one for a particular item. So it gets sold multiple times until that quantity is exhausted. Then the next item goes up for sale. That was the situation for the TID 18 and for the wrenches.

Perhaps those items did not sell well at retail prices, so they dump them onto the market via the Recon prices. Just a guess on my part.
