Ok, I get your question now.
The serrated ring is to lock the nut so it can't losen through vibration. So first the serrated ring on the nut, then the normal ring, then insert it into the bracket, and then screw it to the bottom of the leg of the STM.

That bolt is the stem into the leg. There are other bolts for the wheels. You do have to mount the brackets before installing the wheels.
The STM-1800 is a really useful accessory. Use mine all the time and added a MFT style top with extra clips from FT parts to enable a very portable table with MFT clamping as well as use on larger pieces.
