Does Festool offer the HKC with the FSK guiderail in a kit that does not include batteries?
Alternatively, does someone know if there is a way to use my Festool tracksaw track with the HKC to quickly run angle cuts?

Only the TKS 60 is compatible with the FSK.
Festool — along with several third-party manufacturers — offers angle stops for the standard FS, such as the FS-WA. However, in my experience, these options don’t match the FSK in terms of productivity.

I'm not seeing a "Basic" HKC kit with the FSK sans batteries. But I'm a big fan of the FS-WA. Even with two FSK I always choose the FS-WA first. It's just faster to switch back and forth between track/no track, or between two angles. Just like how having multiple drills and routers is the way, having both rail systems can be fastest. Say for siding dormer cheeks - the FSK can be left at 90 degrees and the FS-WA can be set to the rake angle. I think this is where I began to prefer the FS-WA as there was no fiddling around with mounting the saw to the rail or moving the angle stop. Usually, with a 6" bevel siding, I'll swap between the FS-WA and my speed square.

No, the FSK rails are compatible with all HK saws up to and including the HK 85
The TS60 is the only saw from the TS series that is compatible with the FSK rail.

Apologies for the confusion — I meant to say that the TSK 60 is the only TSK compatible with the FSK. All HK models are, of course, compatible with it; that’s what the FSK was designed for.

The other advantage of the FS-WA happens on cuts close to the end of the stock. The fence will reference further out to the end where the FSK's stop can fall off. This is the main reason I stopped cutting stringers with the HKC.

TKS is a table saw
TSK doesn't exist
HK 132 is a HK model, but not compatible with the FSK rail
