I've seen a few videos of this in action in other US states, I thought it operated by getting wound around the tires and axle?

Did see one video there was a lot of slack at one point and the car nabbed floored it, ripped the whole axle off the car!

Yeah, the video says it has a net that gets run over by one tire. It does seem safer than the PIT maneuver.
