Method to route groves in wood using OF 1400 WITHOUT a router table?

More specifically, I am wondering if there is a set up that would allow me to route intricate groves into the pieces that will form a picture frame with some combination of the track, MFT/3 table and clamps?

What about a sliding dovetail joint?

Is a router table a must for this situation?
 
I think a router table would greatly simplify the tasks you describe.

The problem I envision using the MFT, track, and router would be affixing the picture frame workpiece so it stayed steady under the track.

I sometimes use the trick of attaching a small work piece to a larger board using double sided tape. That might work with your picture frame task. I use the double sided tape trick with my table saw and my router table every time I’m working with a small piece of wood. It keeps my hands away from the sharp stuff.
 
use wide stock, enough to balance the router on ,next use a edge guide to route the groove, cut the stock  to width and repeat until you have all the frame stock needed
