The shaft lock works through a hole in the shaft. If you turn the shaft the hole will be visible and the top of the stuck collet part should be accessible through the hole. It should be available to be pried loose.

Tom, thanks for the idea but I can't see any of the collet through the hole:

That collet has one slot that runs the whole length.  Get some pliers and grip the collet in such a way you compress that slot and give it a tug.  It should come out.
