Plunge depth less than 12mm

Today I was installing a veneer shelf to a wall using a cleat made of 5/4 material.  The shelf is veneer on 1/2” Medex.
I was going to use 5mm x 28mm dominos between the shelf and the cleat until I discovered the minimum plunge depth is 12mm.  I did the math again and I caught myself just before I was to plunge through the top of the shelf.

I switched to the 4mm bit and used the small dominos and the project went well.  I notice the 4mm bit is half as long as the others....

Q: Are there shorter 5mm bits?  or Is there a way to limit the plunge depth below 12mm?

You can also use double-sided tape to stick a shim to the front of your workpiece, and mortise through it to the workpiece beyond. Then either use a hand saw and reduce the length of the dominoes, or compensate by mortising deeper on the mating workpiece.
